How to avoid block sessions in oracle reporting database?

We have multiple portals connected to reporting database servers.

some times happen blocking sessions from connected sessions that causes multiple row locks to access other sessions.

Dear team I want to help me how to get techniques to avoid those blocking sessions.

DB version: 19c, 12c
