how i can Give Specific Pages (Part like Sales) to an apex Developer he only Access that part?

how i can Give Specific Pages Or Module ( like Sales ) Access to an apex Developer he/she only Access that Module or that Pages ONLY?

Example: My application has 400Pages,

100 Pages For Sales Module

100 Pages For Purchase Module

100 Pages For Accounts Module

100 Pages For HR Module

Now I have 4 Developers one(1) For Sales Module and i want to give him/her sales Module 100 Pages NOW i want that HE/SHE not inter-fair in Other Pages/Module Or even HE/SHE has no ACCESS to other PAGES and same for 2nd,3rd and 4th Developer respectively

is This Possible? if YES then

Please Suggest Solution Thanks in Advance
