Help in implementing the LAST_DAY function

A customer is trying to mimic in OBIEE, the functionality that she has for a function "LAST_DAY" implemented in Discoverer.

The function returns the last day of the month that is obtained by adding 21 days to the stage date.
For example, if installing stage date was 12/03/2008, then the calculation returns 12/31/2008. If the installing stage date was 12/24/2008, then the calculation returns 1/31/2009 and so on.

Any help with this would be appreciated.
