Group By clause

I have table contains three columns.
CREATE TABLE TEST(WORKFLOW VARCHAR2(50),FUND_NO NUMBER,TRADE_DATE DATE);
INSERT INTO TEST VALUES('ReportComplete',1,'18-10-2022');
INSERT INTO TEST VALUES('Approve',1,'18-10-2022');
INSERT INTO TEST VALUES('DELETE',1,'18-10-2022');
INSERT INTO TEST VALUES('Approve',2,'18-10-2022');
INSERT INTO TEST VALUES('Approve',2,'18-10-2022');
INSERT INTO TEST VALUES('Approve',2,'18-10-2022');
I want to display the fund_no which all the rows contains 'Approve' values in work flow column for the particular date. For example(FUND_NO ->2 records only)because FUND_NO ->1 contains the WORKFLOW column value as 'Approve','ReportComplete','Delete' ' values.so i exclude the FUND_NO->1 records
