grafana integration with oem24ai,

We are following the - support matix - https://docs.oracle.com/en/enterprise-manager/cloud-control/enterprise-manager-cloud-control/24.1/emgrf/oracle-enterprise-manager-data-source-grafana.html

grafana version -8.2.7

OEM app -
oracle-emcc-app-3.0.0

Problem - while installing grafana with root user , its not creating $GRAFANA_HOME/data/ directory and when we manually create directly and copy plugins & its not integrating with oem app.
