I just deleted my functioning installation of Oracle 23c (23.2.0.0.0) so I can install a more recent version. I followed the instructions on the “Installation Guide for Linux” page, here:

I am on Oracle Linux Server 8.10, so I downloaded - as instructed - the RPM found at
https://www.oracle.com/database/free/get-started/
file name: oracle-database-free-23ai-1.0-1.el8.x86_64.rpm
I pre-installed and installed everything following the Installation Guide, and everything seemed to work smoothly.
However, when I tried starting SQL*Plus, then the database, and looked at the listener, nothing works as expected; everything seems to be “for Oracle Cloud and Engineered Systems”.
I do not want something for the cloud - I was looking for an on-premise release. I don't even know what “engineered system” means - a quick Google lookup suggests it's things like Exadata, which I also don't know what it is (and I am not curious to find out).
Is this what “Oracle Linux 8” means these days, or is the “Get Started” page linking to the wrong RPM? Or am I a complete a## and I don't understand these things anymore? I have zero interest in interacting with the cloud. (And also zero interest in the VM alternative, should anyone think of suggesting it; I have a real machine, I don't need a virtual one.)
What is the most current ON-PREM 23.* version of Oracle Database for Oracle Linux Server 8? And where is it available?
