Java Development Tools

I am very new to jdeveloper, just started playing with it last couple of days for a new project. I am using 10.1.3.2 version. All I am trying to do is to create some additional folders to the project I created. Just wanted add a new resource folder and a bunch of other folders under it. Is there any easy way to do this using jdeveloper ?. When I created a web project it showed the resources and webcontent folder and web-inf but no lib folder in the application navigator. Also if I look at the actual os folders it created under that project is just deploy directory and public_html, I cant find the web content or resources folders. If I create a folder called lib under web-inf and refreshed the workspace it reflected there. But How do I create some folders under web content or even the same level as webcontent? Any help will be greately appreciated.
Any docs points all these details?
