Failing To Install Solaris Studio 12.4 On Solaris OS 11.3 (Doc ID 2304441.1)

I am trying to install solaris studio 12.4 on solaris 11.3 updated to SRU-28. The document 2304441.1 says I should be using the https://pkg.oracle.com/solarisstudio/support repository. However when I try that I get:

pkg set-publisher: The origin URIs for 'solarisstudio' do not appear to point to a valid pkg repository.

Please verify the repository's location and the client's network configuration.
