Error when trying to create a 32 bit ODBC connection

We've tried installing both Oracle 12 and Oracle 19. When we try to create an ODBC connection we get the following error “The setup routines for the oracle in oraclient19home1_32bit odbc driver could not be loaded due to system error code 126: The specified module could not be found. C:\oracle\product\32bit_193client\bin\sqoras32.dll” . The Oracle installation is from our company software library. This is only happening on one notebook and I have been successfully able to create the connection with the same install on other notebooks. These are newly imaged notebooks. When I check the directory where the file is supposed to be and it is there so I don't understand why the error message states that it can't find it. I tried replacing the file and that didn't help.
