Employee's Skills & Qualifications Page regarding licensing

Hi All,
We are implementing Global Human Resource for a customer. I have a concern that if the customer does not buy the license of Talent Management, can we enable the Skills and Qualifications to track employee's profile. I'm confused regarding Profile Management come as past of Global HR or Talent Management package.
Could you please advise me on this?
