Dual stack instance cannot talk to IPv6 sites but works with IPv4 sites

Hello,

I have created a cloud instance with IPv6 and IPv4 address.

xxxx@xxx:~$ ifconfig | grep inet6
inet6 2603:xxxx:xxxx:xxxx:xxxx:xxxx:xxxx:xxxx prefixlen 128 scopeid 0x0<global>
inet6 fe80::xxxx:xxxx:xxxx prefixlen 64 scopeid 0x20<link>
inet6 ::1 prefixlen 128 scopeid 0x10<host>

From the instance I do, curl -I google.com it works(I get 301 response). But if I do curl -6 -I google.com it get stuck.

The instance is created under a vcn with IPv6 enabled. IPv6 prefix shows on the vcn shows 2603:xxxx:xxxx:xxxx::/56 and subnet IPv6 prefixes shows 2603:xxxx:xxxx:xxxx:0000:0000:0000:0000/64 CIDR Blocks/Prefixes has 2603:xxxx:xxxx:xxxx::/56

The Default Route Table got Rule for,

Destination - ::/0

Target Type - Internet Gateway

Target - My Default Internet Gateway

I got two Security Lists, default and custom I created, In custom one I added below rules,

Egress -

Rule1 -

Destination - 0.0.0.0/0

IP Protocol - All Protocols

Rule2 -

Destination - ::/0

IP Protocol - All Protocols

Any thoughts?
