DOR(Document of Record) HCM Extract is giving output in the report history but not visible from front end

We hav created a DOR delivery type Oracle fusion HCM Extract. The report tagged history shows the pdfs getting created according to the correct SPLIT BY but is not visible in front end. What are the possible reasons why its not visible ?

The file is getting loaded by HDL so the document type seems to be enabled for create/update.
