Java Development Tools

Someone at work told me that his last three phones had Java support but the phone company blocked it because they don't want people installing applications on their phones. He says his phone has a qwerty keyboard and the only java apps he can install must be purchased through the phone's web based interface. He can't just install any app on his phone.

Have you guys experienced this with any phone companies? I find it hard to believe or else Java ME wouldn't be so popular. I imagine most Java ME programs target regular phones (not smart phones).
