Department HSDL with additional DFF

Added few DFF in department screen and would like to add them in the HSDL for bulk upload.
When the seeded HSDL copied and modified with required fields giving the below error
The complete user key for the object OrgInformation wasn't supplied. You must supply values for all user key columns:
Classification Name,
Context Code,
Organization Name,
Sequence Number.
Version - HCM Cloud 21D
