This is more of an "Easter Egg" for those of us that like to say things like "This (requires|implies) the DB Parameter SLOW=TRUE"
It wouldn't really do any thing except to allow the "Example Code" (that usually follow) to actually work.
Now, if there was a way to count the number of PL/SQL <-> SQL context switches (and maybe some other things) so that a "slowness level" could be (theoretically) calculated....
