DATAMOVER: Error: Syntax error in where clause for PSOPRDEFN

SET LOG C:\PSUSER_HRM.log;
SET input F:\psoprdefn.dat;
IMPORT psoprdefn where OPRId = 'PS';

when i execute this command after importing .dat file from my database i get error:
Error: Syntax error in where clause for PSOPRDEFN

any suggestions pls help....
