Data set to DV only gives full right to Uploader? not with BI or DV admin role?

As an admin for OAS/DV, I am trying to find out which dataset got uploaded . Unless uploader made workbook with it and share and make the dataset checked with 'Share related arifacts(s) to unsure the workbook is usable. "
Dataset doesn't get list on DV home page.

Is there anyway when user upload data, BI/DV admin role gets the fullcontrol over the dataset?

I am using OAS 7.6.
