Customer Merge

Hello All,
We are implementing Oracle Subscription, Sales Force and Receivables. We have a situation where we have to perform Customer Merge and following questions pertaining to Customer Merge

  1. Do you need to have Order Management license to perform Customer Merge?
  2. Are there Automated WebService or Soap service to merge Parties, Customers, Customer Accounts and Bill to Address
