Creation of custom package in Oracle Fusion

Hi Team,
Could anyone please explain how to create custom PLSQL packages in Fusion Database Schema?
When creating BI Reports for Oracle Fusion SaaS, there is an option to create event triggers. However, the trigger is only capable of calling a PLSQL method. Would like to understand how we can achieve this with a custom package/procedure.
