creating a new group

hi,

ich tried to create a new group with the ifsmgr-tool. i get the following errors:

IFS-30002: Unable to create new LibraryObject
IFS-30002: Unable to create new LibraryObject
IFS-10412: Unable to set AttributeValue elements

the ifs-services (ftp-server, web-server, smb-server, etc) are not running. is that the problem? can someone give me a hint?
