Copy failed from '...\36521936\files\jdk\bin\java.exe'

Installed Oracle 19c and trying to apply 36521936 using OPatch. This is a fresh install and not an upgrade.

OPatch 6880880 installed.

Keep getting “Copy failed from…” messages. Seem to be related to the /jdk folder and Java.exe. I can't figure out what is preventing the files from being overwritten.
