Control Tempo of wav song

I am working on an audio Project in which I have to increase (or decrease) the Tempo(speed) of a song, I am using songs in wav format.For MIDI I know how to control tempo but how to do it for a normal wav or mp3 songs(like as in VLC player we can change the speed of songs)
Please send me working code, I am in an extreamly greet need of that.
I will feel glad as now my project is in your hands.
Please send me a working program so that I can use it directly as a tempo controler for non-MIDI songs.
Please help the needfull.
