Column name with arabic problem??

Dear all,

I'm trying to rename English column name with Arabic column name. its appears with strange characters. i change the nls_lang with AMERICAN_AMERICA.AR8MSWIN1256. and change the local settings in windows with Saudi Arabia.

I'm using windows 10.

any help ??
