Cant run database in nomount mode

I just installed oracle database release 10.2.0.4.0 on a new server Windwos 2008R2, than i created database from template, i checked the connection to database it works fine. After i execute shutdown immediate. After database is stoped i tried to run it in nomount mode. Whem i execute "sqlplus /nolog" and "startup nomount" i get message "ORA-01031: insufficient privileges", when i am trying "sqlplus / as sysdba" i get the same message but aslo it ask me for some login/pass.

ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
After restarting db service it's runs in normal mode. And connection works fine.
I checked windows group "Oracle DBA Group" users were added correctly. Current user is a member of this group.
Is any suggestions how to solve this problem?
