Cannot connect to free virtualbox vm through Swingbench

I want to use Swingbench to test 23ai. But when I go to connect to the vm, I get cannot connect when using

//localhost:1521/free

Ive also tried

//localhost:1521/freepdb1

I turned off my firewalls on my windows system, and the same issue exists. Oddly enough, I CAN connect to the apex installation on http/8080.
