Oracle Database Express Edition (XE)

Cannot access http://127.0.0.1:8080/apex on Windows XP

After installing oracle10gXE on windows XP, I am not able to access apex hitting http://127.0.0.1:8080/apex.
I tried the following:
- checked using netstat -a to see if other process was listening on 8080
- double check again using telnet localhost 8080
- verified that oracle was running
- re-installed oracle10Gxe
- lsnrctl status shows that the HTTP listener is not listening
