Can we leverage ECC V14 Framework Image from OCI Marketplace with On-Prem EBS

I know the documentation says that EBS application has to be on OCI to use the Enterprise Command Center Marketplace image but looking through the post install steps, I was wondering if we open up connectivity from on-prem to OCI, would we be able to use the ECC Marketplace Image?
