Can't sign in no matter what

I’ve tried signing up to oracle cloud to try its features like VM Instance. However when I enter my valid Debit Card Details it subtracts USD 1 (because I am in Pakistan conversion rates make it USD 1.15. I’ve tried 2 Visa cards from 2 different banks and one of them doesn’t even process a transaction, so I stuck to the other one. My card isn’t prepaid as well. Furthermore, I tried creating an account twice using two emails, I was charged twice the same amount. One of them was refunded, but the other wasn’t!

If I try to continue after entering my card details, it shows me the error.

Error processing transaction:
It was not possible to complete your registration. Common registration errors occur because of: (a) Use of prepaid cards. Oracle only accepts credit and debit cards (b) Intentional or unintentional masking of location or identity information (c) Incomplete or incorrect account data entry. Please try again if this applies to you. Otherwise, contact Oracle Customer Support.

Signing up to this is a mess! Any help would be very very nice :(
