Can't login into oracle cloud

I wanted to change my tenant country (you cannot do that without deleting and recreating you account in free tier the way I know) so I deleted my account and I waited 30 days to be deleted completely but I can't create a new account. It says that this account already exists and when I request an email with the account details, it says my account doesn't exist. So I don't know what's going on.
