I'm on the Always Free Tier. I'm trying to create a VM with VM.Standard.A1.Flex
but I keep getting "Out of capacity" in all ADs in UK South (London). I can’t subscribe to another region (option greyed out), and I can’t open a support request because I don’t have a Support Identifier. I’ve tried every workaround. Can someone from Oracle help with region availability or allow region switching?
