Can I incorporate PDF data substitution & PDF modification into my APEX app w/out 3rd party usage?

I have a customer that would like to have an established (pre-existing) PDF auto-filled (automatically populated) with data from APEX tables & then be able to modify and digitally sign those PDFs, all within the APEX application.
The customer is not willing to pay for 3rd party plug-in or API solutions.
Is this something that would take complicated Java/ Javascript to accomplish?
