Bundling JRE with a Forms Standalone implementation

We have created a standalone installer that is used by our clients providing a shortcut to launch Forms 12.2.1.19.0. However a java jre is required to run the final launching command. Our launch script checks to see if java jre is installed. However we would like to force the install which is possible if the user is an Admin of the computer.

What we would like to do is bundle the jre with the package similar to what SQL Developer does and have the launching command point to that instance. What is required from the jre runtime to support this? Can you take a workstation ( Windows ) that already has the jre installed and then bundle those directories to include in our launcher?
