Building APEX application against oracle in unix

Hi,

I am new to Oracle apex. I have a requirement to build simple web pages to do search functionality in the database. My database is oracle 19c installed in linux virtual machine. I learned apex comes free with oracle on-premise. Can I use oracle apex to build simple web page for searching against database in above scenario? If so, what will be the high level steps to accomplish this?
