Broadcast Messages to Forms

Hi,

I've applied all instructions included in Broadcast Messages to Forms Users from FMWC/EM Using System Notifications (Doc ID 2120411.1). Created code in my forms and sent notification via Enterprise manager. But I want to know if there's any way to
automate via command line the steps in Oracle Enterprise Manager 12c, to Notify application users?
