Brand New Mac M4 and SQL Developer asks to install Rosetta even when downloading the ARM version

What is the point of having an ARM version of SQL Developer for Mac when it asks me to install Rosetta? I thought it was supposed to run Natively? I'm downloading version sqldeveloper-24.3.1.347.1826-macos-aarch64.app and it refuses to open unless I install Rosetta. Is there something wrong with this version becasue I see other have downloaded and installed on Mac with no issues.
