AWS RDS and ORDS 24.3 installation problems

I am trying to install ORDS 23.4 on AWS RDS and it seems we have (still or reared its head again) an issue during the the install.
It fails with ORA-02097: parameter cannot be modified because specified value is invalid
ORA-01031: insufficient privileges

And this down again to this PDB_LOCKDOWN parameter in the database. Did find in one of the threads that this issue was resolved, but it may have returned. There is an ugly hack, but I don't want to go down that route,

Cant wait to be off AWS and on to OCI. Hope before Christmas that the migration to OCI is completed.
