Are priority transactions only available in the paid edition?

Hello everyone,

I'm doing a school project using oracle 23ai free (Specifically Oracle Database 23ai Free Release 23.0.0.0.0 - Production Version 23.4.0.24.05).

I wanted to show how to work with priority transactions. But I am encountering errors (see screenshots). Is this functionality only available in the paid version? If I understand correctly. I don't know what I should do with missing capability.
