Application lock/Unblock

Is it possible to lock/unlock one application from another application??
GP specs says that
+5.3.1.3 Application Life Cycle State LOCKED+
+The OPEN, the Application itself, the Application's associated Security Domain, an Application with the Global+
Lock privilege* or a Security Domain with the Global Lock privilege uses the state LOCKED as a security
management control to prevent the selection, and therefore the execution, of the Application.
Does that mean Application with Global lock privilege can lock or unlock any other application on card?
If yes, can someone give pointer how to realize this in code??
Just a rough idea...not the code.
