Always Free Compute Instance Disabled – Request for Review and Re-enablement

Hello Oracle Community Team,

I am requesting your assistance regarding my Oracle Cloud Always Free compute instance, which has been administratively disabled.

Instance Information

  • Instance Name: Ishara-Solutions-Main-Server
  • Region: US East (Ashburn)
  • Account Type: Oracle Cloud Always Free

Issue

When I attempt to start or reboot my compute instance, I receive the following error:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

Because the instance has been disabled, I cannot perform any actions, including Start, Reboot, or Diagnostic Reboot.

Background

I am a university student, and I use this server exclusively for educational purposes, software development, and university projects.

Shortly before the instance was disabled, I downloaded an open-source AI coding model (Qwen 2.5 Coder via Ollama) for a university assignment. The download and extraction process likely caused a temporary increase in CPU and disk usage.

I believe this activity may have unintentionally triggered an automated protection or abuse detection mechanism.

I have never used this instance for cryptocurrency mining, spam, malicious activity, or any use that violates Oracle Cloud's Terms of Service.

Data Stored on the Instance

This instance contains important university project files, source code, development databases, and web applications that I have been working on. Losing access to this data would have a significant impact on my studies.

Support History

I contacted Oracle Cloud Live Chat multiple times.

The representatives (Glynda, Honey Bless Espera, and Julio) were all very helpful and reviewed my case. However, they explained that Live Chat Support does not have access to manage or re-enable administratively disabled resources for Always Free accounts. They advised me to post my request here so it could be reviewed by the appropriate Oracle team.

Request

I would sincerely appreciate it if an Oracle moderator or the appropriate internal team could:

  1. Review why my instance was administratively disabled.
  2. Confirm whether this was triggered automatically.
  3. Re-enable the instance if possible, so I can recover my university project data.
  4. Advise me on how to safely use open-source AI development tools for educational purposes in the future without triggering similar issues.

I fully respect Oracle Cloud's Terms of Service and am happy to provide any additional information or verification if required.
