After the windows server reboot OracleMTSRecoveryService server could not be started

OracleMTSRecoveryService on Windows 2012 Server could not able to start once after the reboot. Below is the error message.
Windows could not start the OracleOraDB12Home1MTSRecoveryService service on Local Computer.
Error 5: Access is denied.
Not much details on the Event Viewer as well.
Any lights?
