Zoom button is greyout for the EBS Invoice workbench unable to upload the invoice from the WCC Document Processing.

we have done the Integration Webcenter Content with EBS and followed the steps for the Integration for the Forms .
--> Step a) KB118453 How to Setup and Test Webcenter Content 11g IPM AXF Managed Attachments
--> Step b) KB104751 How to Setup EBS 12.x Forms with Webcenter Content 11g AXF Managed Attachments
--> Step c) KB97097 How to Setup EBS 12.1.3 / 12.2.x OAF with Webcenter Content 11g AXF Managed Attachments
All the forms with transactions are been enabled with Zoom options but the Form : APXINWKB -> we have tired to perform the customization but it does allow to do it.
Need some one help did any faced same issue on the webcenter 12.2.4 and EBS 12.2.12 version
