Zend Core for Oracle on W2K or W2k3server - oci not loaded

out of the box latest zend core on a brand new w2k or w2k3server machine does not load oci8!

oci extension is marked with "!" and will not load after restart...
on zend product download page no hotfixes are available...

oci does not appear on the phpinfo() listing...

is there a new or correct version of oci8?

my configuration is as zend offers the latest "zendcore for oracle for windows"

pls help
