xterm error on OEL 4 32bit runtime

I am trying to install Oracle 10b DB client in OEL 4 32 bit runtime.
While executing xhost + ipaddress on remote server I am getting this error under root or user:

error: Can't open display: xxx.xxx.xxx.xxx:0.

On remote server xhost + 127.0.0.1 also gives the same error.
I am using SSH putty to connect and, on server the screensaver is getting iniitiated.

the hosts file has the localhost and 127.0.0.1, but still not working.
All other regular commands are working.

Any ideas what I am doing wrong.
