XML Question: What is "NDATA"?

I saw a line in an XML file:

<!ENTITY picture SYSTEM "http://www.somesite.com/somePic.gif" NDATA GIF>

What's the "NDATA". What's the use of it.And how to define it.

By the way, What's the use of NOTATION?
