XML options for "New Application..." are disabled in JDeveloper?

I have installed JDeveloper, and have opened an XSD file.

When I go to File --> New --> Application --> General --> XML, all of the options are greyed out and seem to be disabled --

How do I enable these options? In my case, I want to use the option "XML Document from XML Schema".
