XM list - Domain in blocked state

Hey,

Recently my throughput on the VM'S has been a major issue.
When I started to see the reasons that might cause - I noticed that all the domains of mine always remain in "Blocked State"

When i do xm list on the server - the domains are in -b---- state.

Is this normal or something is worng I'm not sure .Can any one please suggest.
