XE limits

Dear Anybody!

I try to found out cause of strange operation. One possible cause is the XE limits.

" 3.3 Oracle Database XE Server User Data Limitations The maximum amount of user data in an Oracle Database XE Server database cannot exceed 4 gigabytes. If the user data grows beyond this limit, then an ORA-12592 error will appear. "
"Oracle Database XE can be installed on any size host machine with any number of CPUs (one database per machine), but XE will store up to 11GB of user data, use up to 1GB of memory, and use one CPU on the host machine."

So anybody knows what is the maining of 4GByte|11GByte user data limit for express edition?
This is for disk allocted size?
Row effective size?
Row effective size ever used?
Row effective size currently used?
The limit is for one server?
The limit is for all server on a same opsys?
So anybody knows what is the maining of 1 CPU limit for express edition?
The limit is for one server?
The limit is for all server on a same opsys?
What if the hardware has dozen core and one server run on CPUA_core3 other run on CPUB_core7?
