XDB Service has not started, Apex has not started

I need to start to <ORACLE_SID>XDB and <ORACLE_SID>_XPT service to use APEX. I have tried lots of things to starting those services, but i could not get any possible result.
For example, lsnrctl status command gives this output : ( that has no any XDB service )

As you seen, there is no any XDB service on this output and i can not start it. Also, i can not start the dbconsole by typing "emctl start dbconsole", gives that output :
C:\Documents and Settings\TTASUNGUR>emctl start dbconsole
OC4J Configuration issue. d:\app\TTASUNGUR\product\11.1.0\db_1/oc4j/j2ee/OC4J_DB
Console_TT07051225.turkcell.entp.tgc_ORCL not found.
How can i start XDB services so how can i start application express? Any suggestion will be appreciated.
