APEX

I am trying to import the discussion_forum_091 application into my newly installed APEX 3.0 on a version 10.2.0.3.0 database. From the developer home I pick Application Builder > Import > Application. At Specify file I browse to discussion_forum_installer_0.i1.sql, select Application, Page or Component Export from the pulldown and click Next. The Importing File display appears very briefly and is then replaced with a 404 Not Found page bearing the message "The requested URL /pls/apex/wwv_flow.accept was not found on this server" followed by "Oracle -Application-Server-10g/10.1.2.0.0 Oracle-HTTP-Server Server at cndctest Port 7777". cndctest is the host where the database and HTTP server are installed. I have reviewed the Metalink articles on this error (searched for "wwv_flow.accept" and didn't find anything that seemed to correspond to my situation.

Anybody know what causes this? Any more info that would be useful?
