WUC-24: Error reading URL

I have a single user who gets the following error when he attempts to access my web form:

WUC-24: Error reading URL http://springfield01:7777/forms/webutil/JNIsharedstubs.dll

No other users are experiencing this problem. Any ideas or suggestions as what might be going on?
